Warnock Joins Bipartisan Effort to Reintroduce Fertilizer Research Act

Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA) joined a bipartisan group of senators in reintroducing the Fertilizer Research Act. The legislation would require the U.S. Department of Agriculture (USDA) to conduct a study on competition and trends in the fertilizer market and their direct impacts on price. 

“The Trump administration’s reckless tariff agenda is hurting Georgia farmers’ bottom line, and these policies are threatening our farmers ability to make ends meet,” said Senator Warnock. “This bipartisan legislation will help farmers across Georgia get a fairer price when they need to purchase fertilizer and provides them a bit more transparency.”

Within one year of the bill’s passage, the Secretary of Agriculture, in consultation with the Economic Research Service, would be required to issue a report on USDA’s website regarding the U.S. fertilizer industry. Specifically, the report should include:

  • A description of impacts on the fertilizer market that influence price;
  • Market trends in the past 25 years;
  • A description of the imported fertilizer and market impacts;
  • Impacts of anti-dumping and countervailing duties;
  • A study of fertilizer industry concentration;
  • A study of emerging fertilizer technologies; and
  • A description of whether current public price reporting is sufficient for market transparency

As a veteran member of the Senate committee overseeing federal agriculture policies, and as a senator representing a state with a proud and prosperous history of agriculture excellence, Senator Warnock has been a strong supporter of programs that help Georgia farmers keep more profits in their pockets and keep the industry at the frontlines of Georgia’s success. Earlier this year, Senator Warnock led the introduction of a bipartisan bill with Majority Leader John Thune (R-SD). That legislation would facilitate the adoption of precision agriculture technologies for farmers and ranchers, all in an effort to make Georgia producers more efficient and increase their bottom line.

The Fertilizer Research Act is endorsed by the National Corn Growers Association, the American Soybean Association, the American Farm Bureau Federation, the National Farmers Union, and the Farm Action Fund, among others.
